Lower Levels=Screwed with a rusty spike. Higher levels use a antimaterial rifle or hunting shotgun/Dinner Bell. Both guns work wonders. and Considering what you have to go through to GET dinner bell with out mods is a pain in the ass. Thankfully it's worth it.

Get Old World Blues.
Kill the 10 cazadors there for a 15% damage boost
Get the implant for another 10% cazador damage.
Now, either use Anti-Mat rifle Explosive Rounds at distance
Or
Hunting/Riot Shotgun
Or
Light Machine Gun.
Or
Grenade Rifle.

Also, after you get Veronica and her 'Pushy' Displacer fist from Ruby Rock Cave 'On the way to Jacobstown' and her sidequest upgrades, she one-shots Cazadors with a vengeance. ED-E's damage upgrade also tears through them.

I strongly recommend getting Vance's 9mm Sub machine gun. That thing rapes Cazadores even at low levels, eats up ammo like a ***** though. But it is so worth it.

This was pretty much my strategy and after the irritation caused by Cazadores early in the game it was very satisfying to tear them apart like wet newspaper.

Use a flamer. It basically cripples all limbs simultaneously on low armor targets which is good for taking the wings out and taking care of swarms with it's wide range. Also, any automatic weapons work well.

There are no enemies in New Vegas that can not be dealt with by the suitable application of Tiny Tots from Esther (GRA). It's like a nuclear shotgun. I fucking love my nuclear shotgun.

The wings. Shoot the wings. Then you can kite them around all day long. You can do it with any (ranged) weapon and even at relatively lower levels. With how toothless they become after a wing is crippled, I can't help but feel like this was the intended strategy for taking them out.

I used to hate cazadores when I was playing NV. When I realized this, all I had to do was be careful and it was easy as pie 100% of the time.

I remember when I used to get annoyed with cazadores, I would be shouting f*cking cazadores constantly while trying to fight them. What makes them hard to deal with is there spastic movements and their poisoning. As others mentioned above, old world blues DLC makes them non threatening. The heartless perk makes you immune to poison and DNAvenger (or was it DNAgent? I get them mixed up),a 3 level perk, gives you a massive damage boost on them. I remember one time I went to that place where they made fake bottle caps and I saved my game there after not saving for a good hour or so, I come out and there were 6 cazadores outside waiting for me. I let boon get gangbanged and I bailed like crazy. At low levels, avoid them and heal yourself with antivenom if you get stung; legionnaires tend to have antivenom on them.

Wow, I recognize quite a few users here that I don't see on here anymore. :(

OT: Never really found cazadores that bad myself. I tend to shoot at them from afar before they even get a chance to see me.

Plus they're pretty easy to avoid. Just stay on the main road to Vegas until after you meet House. By then, if you haven't skipped too many quests, you should be at a high enough level to go most anywhere in the game.

Fire! Fire cleanses all. Get a Heavy Incinerator and lob fireballs at them from a distance, then you and your companion can pick off the weak survivors.

Or if your feeling badass, a high unarmed skill level combined with Paralysing Palm perk and just wade in. That will make light work of pretty much anything in the game.

As for the Legendary Cazador. Stealth boys and as many mini nukes as you can shove up it's arse.

I find the above method works quite well to take the little buggers out. Don't forget the manic laughter though, it's integral.

Legion troops usually carry antivenom. Loot it from them, and you will be that much more prepared the next time you face one.

At low levels I tend to avoid them as much as possible. At higher levels I find automatic weapons are a huge help as they have no natural armor (or very little) so I suggest assault carbine or minigun for guns laser rcw and gatling laser for energy weapons. If you have Old World Blues the heartless perk is essentially a hard counter for cazadores (no poison, no problem)

They stop being a nuissance to people with submachine guns and good criticals. You see, Cazadors are high-speed, low armor. Their main threat is being too much of a pain to kill firing at the hip. Fortunately, VATS and a burst of 9-10 mm ammunition has a high chance of cracking their exoskeleton like eggshells. Oh, and have poison antidotes handy for AFTER combat, which will last only a few seconds, regardless of the result.

I just let ED-E and Cass shoot them a bunch. Seemed to work. Though that's also because I was playing an unarmed, non-stealth playthrough.

Downing the legendary beastie was certainly satisfying though.

A cazadors strength is in its speed. Cripple their wings - no matter what level you are - and they cease to be a nuisance.
