You're right. Whenever you create a custom weapon there is a duck tape sound, despite there being no tape in Fallout 3. Anyways, it's good that you found RL-3 (he's awesome). Any time he goes missing he will end up in Canterbury Commons, so you'll ind him at the same spot.
