i would like to know the details of the download

1. if you have already completed the game then will you be able to acces it ?

2. since its a simulation can i return to the wasteland anytime i want ?

3. requirements

I can only answer #2 and possibly 1. If you have a previous save before you finished you will have to boot that. You can't escape once you enter. And what do you mean by requirements? What system are you using? Or do you mean to actually start it? If you mean actually starting it all you need is to escape the vault and be able to survive getting there. I have heard of people starting as low as level 7 but could possibly go lower though it may be hard to survive that low.

1. No, since the game ends right there, but you do have an autosave before you finish it.

2. No, once you start it, you have to finish it.

3. Get ready for plenty of battles.

Really? I figured actually getting there would require a higher level. Although it must be nice having the added perk that low of a level.

I did it pretty much after I left the vault.

I did it when I left the vault in this particular save game. I went from Level 2 to Level 7 while doing it.

I already had 2 characters at level 10 set up for it. It was great using it for the neutral/evil achs. I had no urge to go through the vault for the 5th or 6th time.

I didn't get that feeling. Maybe it wasn't as blatantly obvious like in Oblivion. I found it was more dependant on my equipment and it's repair state more than my levels.
