do i have to buy it or is there an update i can download instead

You have to buy the disc, but I'm sure you could pirate it somewhere.

I think you have to buy it.. I have it on 360 it is really worth it.

Yes, you have to buy it. It's definitely worth it, it greatly increases the game's life.

If you're on PC you can download mods to increase the level cap, but it's not the same since you don't get the new perks, some of which are very cool. Buy Broken Steel.

There are many mods on that website that allow you to raise your cap to 30(or beyond).
