also anything that increases the texture resolution, fixes stiff animations, or updates models will help distinguish it from the console versions.

Well the Fallout Mod Manager and Script Extender are musts.

But with the script extender you won't be able to log onto Games for Windows Live, which didn't bother me since I downloaded another mod that removes it. Since then performance has increased, stuttering stopped, the game stopped crashing, and was overall more stable.

You want the experience to be drastically different than a console, and enjoy a good challenge?
-Mart's Mutant Mod
-Advanced Cripple Effects
-T3T Weapon Tweaks

Those will pump up the difficulty scale considerably, and make for a more varied and unpredictable game, especially MMM. Other suggestions for cosmetic changes are:
-Fellout
-Repair Rethought Reborn
-Tag!
-Skillbook Redux
-GNR More Where That Came From!
-Sprint Mod

Fellout changes the green overcast in the game to a slightly brighter and believable atmosphere, and makes nights darker. Along with MMM's Night Ghouls, this makes night travel scary and dangerous, as it should be. RRR retools the repair skill and items used for it, making the skill less garbagey. Tag and Skillbook Redux revert tag skills and skillbooks to Fallout 1 & 2 methods, meaning tag skill choices are more impactful, and skillbooks can't be abused to 100 every skill. GNR MWTCF is 100 more classic songs, and a bunch of fixes to Three Dog's nature, making him not repeat so much and not talk between every damn song. And Sprint Mod does just what you'd think, adds the ability to sprint in exchange for burning action points.

All can be found on Fallout3nexus.com, and almost all are in the top 100 files.

Eh, i'll just respond without a specific response about what the OP is looking for mod-wise.

http://www.fallout3nexus.com/

This is where you get them. Period.

There's alot of junk you have to put up with in trying to get mods to work, but there's a fair bit of documentation around. I'd say more, but its been so long since I did it I don't exactly remember how it worked. Some ArchiveInvalidation thing, the FOMM (Fallout Mod Manager), FOSE, and (perhaps) FO3 MasterUpdater. You will be spending a fair bit of time screwing with files.

As for the mods themselves... Mart's Mutant Mod (MMM) and GNR More Where That Came From are sure-fire winners. If you are looking for appearance changes, you can find millions on FO3Nexus (I use FACE and Type3), though many (most) of these are also nude mods. So it goes I guess.

There's also some pretty large comperehensive "game-changer" mods out there that add TONS of stuff, like FOOK or FO3 Wanderer's Edition (FWE), but these drastically change the game, so I wouldn't touch these until you've at least played through the original game extensively. I probably wouldn't even pick up FWE anyway, looking back now, but I don't want to go through the pain of uninstalling mods, which probably would just mean a fresh re-install in the end.

Aside from that, just look around on Fallout 3 Nexus. You will find stuff :)
