So search failed me.

I just purchased FO3 today on steam (half off deal ^.^) and i wanna know just where i have to download the DLC. Also, does it cost me anything? D=

You Download the DLC from Games for Windows Live, which you can download for free, but each DLC costs 800 credits, but you can only purchase 1000 credits, which costs$12.50 (if you are an American).

You can only get the DLC through Games for Windows LIVE Marketplace. And yes, it costs you. Each add-on is 800 Microsoft Points, which translates to something like 10 bucks, if I remember correctly. Why they decided to go into "points", I have no idea.
