Suck luck dry. Make Luck 1. Then add 5 to INT. Add 2 to AGI. And 1 to Endurance. And 1 to Perception. You're golden for anything.
If anything, you should suck Perception dry.
Perception only really helps with noticing enemies on the compass. Otherwise, it's just small skill boosts.
If you're sneaking, if helps to know where the enemies are. :)

Also, Luck has shit perks (Stranger is cool, but sucks), whereas Perception is linked to a few good ones.

I had a hard time of getting into it myself. I've started numerous characters only to leave, then delete them, then start over. This character I'm playing now I started by dropping my strength to 2, raising my intellegence to 9, charisma up, endurance like 4 or 5, perception agility and luck all 5 or 6. Remember the higher your intellegence the higher your skill points at level up, and it affects the medicine skill that determines how effective stimpaks are. Tagged skills were something like small arms, lockpick, and science. Get lockpick and science high soon and you're able to pick/hack a TON of experience. At level ups I took the PERK to get a point in skills to up my perception and charisma to 9, remember the max is 10 and there are bobbleheads to be found, dont waste points getting to 10. Pick a small number of guns you plan on using and sell the ammo for the rest (ammo has no weight and some sells extremly well) to keep stocked up on stimpaks. Work on barter and speech to get more caps/exp. I find more of a challenge in being good than evil so I always opt for the "Good Karma" route, plus people in Megaton will give you free shit if they like you. It was a little rough getting started, but as long as you dont overload yourself on junk out in the wastes you should be able to explore for a good long time before having to sell your junk for weight. I had never had a character past level 8 and I'm now rolling a 25 (bought the expansions). Hope this helps, good hunting! :)

I start out with making Intelligence 8, Charisma 6, and Luck 6.

I go with all of Intelligence's skills (Medicine, Science, Repair), and put some left-over points in Speech, which is very useful.

And be sure to make Luck 6, so you can get the Mysterious Stranger perk.

It basically lets God to occasionally appear and kill your enemies for you.

You have a point.
I boosted my Specials up easily due to an exploit.
AFter I got my stealth suit, while you're wearing it, you can put on as many hats as you like. With a whole bunch of stat boosting hats on, almost all my specials were at 10 before level 9.
where do i find this suit?

I played a good guy, but I still stole everyone's shit. The good karma you get from quests far outweighs negative karma from stealing. I got loads of rewards, stole loads more, and became way OP by the game's end.

You can steal as a good guy if you do the quests.

I can't stand having a Fallout class (or for that matter any other RPG class) that isn't 100 lockpick and 100 speach ... Anytime there's a door i can't open i obsess over it until i can lvl lockpick up. And being able to turn a room full of dicks into a room full of dicks ON YOUR SIDE is awesome.

So my combat skills are dirt for most of the game XD

Although in my most recent New Vegas playthrough, i have discovered the joys of Repair and Science

Yup. Anchorage was the best DLC, Broken Steel being the second.
One, you get a Stealth Suit which acts like a stealth boy, and let's you put on tons of hats.
Two, you can use an exploit to get the weapons and ammo you get in the simulation, out of it, so you basically have non-degradable weapons at your disposal. This includes the minigun, flamer, fat man, combat knife, assault rifle, chinese rifle, 10mm smg/pistol, missle launcher, sniper rifle, winterized combat armor (the helmet has goggles and a balaclava), and a chinese jumpsuit, that has 25 Dr, but only 2 weight, not to mention loads and loads of ammo.
Three, you get a Gauss Rifle, which acts like a high-powered sniper rifle. On critical hit, the enemy you shot gets knocked down.
Loved that DLC to no end. Plus you can kill all the soldiers at the camp for extra exp. ;D

Well, my personal way of playing is raising Small Guns first, Sneak second, Repair third and then lockpicking/science/medicine after.

When picking your SPECIALs, make sure you know how you're going to play BEFORE picking points on each. I tend to go for guns, so Agility is good for me, but I'm also a pack-rat so having extra strength to carry more loot is nice too. Intelligence is always a great one to go for as it gives more skill points per level up.

Word of advice, no matter what route you take... When you're doing the G.O.A.T., ALWAYS make sure you tag at least 1 weapon style. This will make things a little easier towards the beginning.

My general play-style is sort of a sniper/scout/thief. Pick up a rifle as soon as I can and pick off my enemies at a distance. The reason for Sneak, aside the obvious of not being detected, is that when you crouch and shoot the opponent, you get a Sneak Critical. A well aimed headshot will almost always decapitate the foe when you have a high damage weapon. Believe me when I say that picking every enemy from afar (and being able to switch to a pistol for closer combat) will make the game a LOT easier to bear.

Generally, I try to stick to useful pistols that are easy to repair (10mm being extremely common) for close combat, a base machine gun for groups (10mm sub-machinegun or better still the Chinese Assault Rifle) and a sniper rifle for longer distance. If you're having difficulty getting a Sniper Rifle, once you're pretty good with it, a hunting rifle works well too. All 3 of my choices become pretty commonplace later in the game. Raiders will have pistols, super mutants will have Chinese Assault Rifles (though the Assault Rifle is more common from them) and Hunting Rifles, Snipers become more accessable when higher in level in from merchants.

One last thing. Pick your perks WISELY. Don't feel that you HAVE to pick what I do, but I suggest not picking the ones that give a few extra points on skills and go for the more all-round usefulness ones like Scrounger (more bullets when you find them) or Child At Heart (special dialogs appear sometimes when talking to children).

First thing, there is fallout wiki, it'll help you greatly to understand the game and to create a charachter you have the most fun with. You can figure it all out by yoursef of course but it took me like 3 playthrougs to do so.

If you just want to fuck around turn down the difficulty and go nuts, if it's still to hard for you use console comands to make yourself good and to get some nice guns early on.

I'm currently at my 9th or 10th playthrough and level 13 but a lot of special points to agility endurance and strenght because I like to use vats, I like to have a lot of health and to carry a lot of shit with me. When leveling I but more points to sneek, speech, small guns and lock pick also a bit to repair.

Also I have the goty so my level cap is 30 and I have some perks that the ordinary fallout 3 doesn't have and that influences my ply style, for example At level 30 you can get a perk called almost perfect that rises all your specials to 9, so I will not collect any special bubbleheads before that so I could get them all to 10.

For Fallouts, Mass Effects, and Dragon Age I play it old school. I roll up a random character then pick an alignment (Lawful Good, Chaotic Evil, etc.) and just roll with it, screw the metagame.

Stealth is always the way to go, there is nothing like placing a mine into enemys pocket and run away giggeling while he explodes.
And snipers on that game, oh man. You gotta try some sniping on those raiders.

If it's not for you though it's not for you. Just remember that you can pretty much play that game any way you want.

When I first played the Game, I did the good karma route. The cool thing about this, is you get the best followers in the game. Fawkes, and Paladin Cross. Then I replayed, did the bad karma. Bad Karma was 2x as fun. Why? You get to steal whatever you want, kill whoever you want, however you want, and get rewarded for it. That my friend, is a win-win.

I went Good Karma... and I stole every thing that wasn't nailed down. Sure I got a few bad karma points here or there, but the quests more than made up for that. Hell, I go around murdering anyone with compatable power armor by sneaking live grenades into their pants and then looting the resulting corpses, but I'm still as good as good can be.

OT: I went the Sneaky/Lockpicky route. I'm good because I do nice things for people. Basically, I played Robin Hood of the Wastes. I steal from the rich to fund my ability to save lives.

This might not be a good idea but how I played it last was-

No armour, no weapons apart from bare fists on the hardest difficulty with a mod to increase spawns by 3-5 times the normal rate. Oh and your character should look like a sunburnt ugly homeless man with a big beard.

Teah best not do that on your first playthrough.

good is a helluva lot easier at least in the beginning, i did it for about half the main plot and then rampaged through every town going batshit crazy, got twice the xp and after handing over some purified water to a hobo outside megaton, i was a paragon once again :). you'll wanna invest in lockpick and science and whatever kind of weapons you like, guns, energy, whatever. dont forget to put some points in luck at the beginning, makes life easier.

Doesn't matter. You shouldn't need to rely on chance criticals. Sneak criticals do just fine...And this build uses stealth.
