Fallout 4: persistent bugs after fresh reinstall

I decided to start a new character in Fallout 4, and at the very start, the character creation screen, realised half the options weren't actually working, making me stuck with very little options, especially the "Extras" category for scars, freckles etc. which would show on my face while scrolling in the menu, but as soon as I select any of them reverts back to a clean face.

I tried a few things, they didn't fix it. I uninstalled all my Nexus mods, and having no mods whatsoever just made the game CTD from the start menu. I completely uninstalled the game and redownloaded and reinstalled from steam.

It stopped the CTDs on startup, but the bugs with the character creation are still there.

I've noticed this before in Skyrim - Bugs entering the game from mod conflicts persisting throughout mod deactivation and even clean installs. Is there anything to fix this?!?

unfortunate double edged sword with bethesda game and mods...I had similar things happen in skyrim and had to do a fresh install of everything, and unfortunately just had to not install a few select mods (even WITH the fixes that the mod dev's had for compatibility, which apparently worked for the majority of people.)

I honestly would just figure out which mod is causing it, don't install it and continue, otherwise you'll really have to get in detail and figure out the conflict yourself and probably edit the files to fix it.
