Fallout 4 - Supply Line Perk Question

Ok so I only unlocked this late last night, and didn't really get much time to tinker with it before bed and work, but I don't think this perk works the way I thought it did, based on the in game information bubble that pops up.

Is the flow of supplies a two way street? Specifically, if I set up a resident of Sanctuary to start a supply line to the Abernathy Farms, does this only give me access to the Abernathy supplies when I'm at Sanctuary? Because I set up 2 supply lines, and when I went forward to that location later (on foot, not using fast travel, in case that's a factor), I only had the few supplies I had stashed there previously.

So does that mean I will need to set up 2 lines between each pair of settlements? Setting up an upstream and downstream flow so to speak?

Anyone more familiar with this perk able to enlighten me? I'm at work and it's bugging the piss out of me while I'm trying to do my filing. xD

I haven't used it yet, but I was told that you just need a loop. So a -> b -> c -> a works.

Just to add, you can only access whatever you need for crafting/building.

If you want to physically remove items - you still gotta go back to the actual place.

e.g. I can make vegetable starch at Red Rocket using my purified water back at Sanctuary. But if I need a cool drink at Red Rocket, I'll have to lick the condensation off the walls.
