To be honest I wouldn't mind game set in Fallout universe after things get sort out and most of rebuilding is done.
Post-post-apocalypse setting.

some groups deliberately maintain and even create technology, for example Enclave. It is possible that some limited manufacturing exists, which may be sustainable given the much lower population.

The first two Fallouts were supposed to be post-post apocolyptic. As has been pointed out elsewhere, they had cities, farms and a society.

Fallout 3 regressed everything to change the world to be as if the bombs ad just falled 10-20 years ago. Or maybe the radiation gave everyone brain damage and people forgot how to acconplish anything by themselves.

Don't get me started on how dumb the Capital and Commonwealth having bottle caps for money is (please do actually).
To the best of my knowledge one of the nuka cola factories just kept running automatically after the war, and there were enough of them lying around after the war that it made sense.

I mean the company had a system where you kept the cap and could bring the bottle back for a refill. It's one of the few things in Fallout I've never really questioned the logistics of.

Even worse is that New Vegas explicitly tells us that the NCR has an actual industrial base that makes everything from ammunition to weapons and armor and even vehicles. We are also told that Ceasar's Legion has some similar capabilities, at least the ability to manufacture weapons and ammo, but is largely dismantling any industry it comes across to force their former owners into slavery in farming.

In just a few conversations New Vegas establishes why there's so much ammo and so many weapons to be found, it explains why and how the NCR has become the de facto superpower of the wasteland and even explores the implication of this. It is sad that Bethesda left the lore side of their world building behind after Morrowind to instead focus on more superficial wow-factor, because it was arguably this depth of world that helped make Fallout such a lasting icon of good RPGs.

If you look up you'll see my full explanation. It becauses the Caps in Fallout represented water (as backed by the water merchants of the hub) and therefore had fixed value. The Caps in Fallout 3 and 4 have no real backing to explain why everyone used them.
