Fallout: New Vegas, GECK question.

So I have been wanting to make a quest for F:NV but so far in GECK, I have seen stuff about making dungeon's like Vaults but not just a quest in already created area's. Could anyone give me a link to somewhere were I could get a good tutorial?

Also is it easy to make quests?

Are you good at scripting and have you made mods before? As modding tools go, the GECK (being as it's an extension of an eight-year-old scripting engine Bethesda first wrote for Morrowind) is user-friendly, but if you don't know some basic programming making quests is a royal PITA.
