I'd make the story not suck.

Cut the Enclave, no BoS, and bring back the NCR.
you know that the enclave and BoS are staples of the Fallout universe, right? It would be like cutting out the Empire and Rebels from Star Wars and saying that would make the story not suck. It don't make sense.
I didn't mean cutting them would make the story better, that was a separate point.

And no, they weren't a staple of the Fallout universe. The BoS was entirely optional whether you joined them or not (sans FO3), and the Enclave didn't appear in the first one.

I would accept the BoS, albeit as a rather small, avoidable faction, in this new game.

Yes there is, just it isn't fancy and winterised, hence the "fugly". T-51 power armour still exists, and can be found in Fort Constantine.
You misunderstand, I don't mean the Power Armour, I mean this:

http://fallout.wikia.com/wiki/Winterized_Combat_Armor

Without the helmet.
Ah! Well I have the PS3 version, forgive my ignorence.

also, i have to say that i find the use of bottlecaps as a currency over the whole united states is highly unlikely. I mean, i understand, nuka was more popular than god, but still. How is it these crazed hermits what havent been outside for a lifetime have gotten the idea to trade for soda caps?
In FO2, they used Dollars.

How about make it an actual Fallout game?
You know, with actual role playing and choices that actually effect things (Besides that one bomb)?
And take out the sub-par FPS combat, which makes a tons of once-useful skills now useless.
And have a good story, too! Can't forget that!

All this talk of a good Fallout game has me hankerin for some Fallout 1 and 2!
I'll have to go find my CDs now.

I had two major beefs with Fallout 3, and it was the same with Oblivian. The world shouldn't level with you, if you've ever played Morrowind then you know why, but honestly, if the rest of the world is going to level, at least give them caps. That way every fight won't be the same and you'll earn what you get. Second point, I understand the reasons for fast travel, but I would rather have to explore until I could find the parts to put together a hover car or something, maybe throw in the occasional caravan to hitch a ride with. Otherwise I loved the game and am getting the game of the year edition when it comes out.

I have seen a mod that removes the leveling unlock difficulty of the enemies and items in the world. which means as soon as you leave the vault you may slam into a high level raider with maxed out gear. the game experience is harder but makes the impression that the gameworld is indeed a harsh reality.

Having choices affect the gameworld would be awesome. Like you can kill the Talon's boss but they still keep showing up to kill me. Or you can save Harold the tree man, but the world won't turn green as the result.
I also seen a mod that gives you a motorcycle to fast travel on that also gives you more packing space. I can see how that can be unrealistic but maybe giving us a packing animal or being able to tame wild animals for our use as combat oriented pets or extra item space. I would have loved do lead an army of ants into that world.

I think they should put in some of the darker infuluence from fallout 2 and put some more easier to find random encounters, because of fallout 1 and 2's map system it was easy to get a random encounter, but in fallout 3 i find myself walking straight past most of them.

I hope they don't go back to fallout out 1's controls, regardless of what anyone says those contols really made the world feel linear, and a bit small, they did work well though. But the FPS style of FO3, needs to be like an... FPS! 'Cos aiming your rifle in FO3, is like aiming you bow in ES, a bit tricky. So smooth aiming, making it more sensitive dosen't cut it bethesda!

I hope they keep the brotherhood in for new vegas, just make it different. It's not lead by lyons there, so they should be more like the outcasts (who are all SHITS!) there to collect tech, not giving a mole rats' arse about other people, maybe even make the BoS your enemy, and have BoS outcast who are there to help, who joined hopping to help humanity in the same way the capital faction did, then split from the brotherhood in order to truly help.

Does anyone else think that having to remove part of the power armour so you can still wear your pip boy looked... stupid? surely it wouldn't be hard to cut a screen size hole in your armour? maybe even make a flap with a hinge?

Lastly a better GECK for mod's, i've got my head around it now, but it wasn't easy to learn.

Make it an RPG and not a shooter with some stats
Less glitches

Whoever said online, just no. I'm sick of people nowadays that think every game has to have online.

A better aiming system. I would fix it up so the aiming would kind of be like the aiming in Call of Duty 4. Also, I would take out every underground part of the game. I really hated the subway systems in Fallout 3.

Since lots of the ogiginal black isle crew is working on this one, I am having faith that it will be a little more fallout 1 and 2 ish. (Although in Fallout 3 I liked the homage to fallout 2 with the ghoul that turned into the tree. 'Bob' really has grown up!)

Oh yeah, and more sex with hookers, or the ability to sell yourself as a female character. I made a chick character in Fallout 3 specifically for this purpose, because whoring yourself out for caps is way easier than fighting geckos in the beginning :)

I don't care how sexist that is, it's how women in a universe like that would make caps. It should most definitely be an option as it would make the game more realistic.

Flash Floods! ... fallout is in a desert world. I would think this would be a big problem as well as the tornado you can't see .... all those weird weather that occur in our world but doesn't in the game. Your walking through the desert and then a thunderstorm appears. You start running for high ground but it's too late. Your washed away! When you wake up and check your inventory you find half your items, a quarter of them too waterlogged to be of any use anymore, and most of your health drained.
