Fallout Package Manager.

So Im trying to install this mod

and it says to use the package manage on FOMM. However, I have no idea how to use it and all the sites I go to to ask for help fail me. Can anyone give a simple but detailed explanation on how t install this?

They give the instructions on how to do it step by step in the description. Is there anything specific you're having problems with?
