I don't know how the SPECIAL system could possibly allow magic, but I'll take a shot with Reimu Hakurei anyway.

Strength: 9 (if I file magic under here too)/5 (if I don't - she's only human, after all)
Perception: 9 (since perception also covers a sixth sense, that's close enough to intuition)
Endurance: 10 (this is pretty much a given)
Charisma: 1 (why else does everyone think she's a jerk?)
Intelligence: 6 (another 'average' number)
Agility: 5 (gains points for flight, loses them again for her movement speed)
Luck: 10 (literally born that way)
