Have absolutely no idea what it's about, but I think that's sort of the point. I went from finding it annoying and fast forwarding it upon the first few viewings to lustily (and badly) singing along whenever it came on. Which it did a lot, because that show is fucking hilarious.

It's been called the "Seinfeld" of anime. Loosely connected comedic sketches with no overarching plot beyond the passage of time. I'm not really an anime expert, but from what I've read, it's considered a classic. Manga was pretty damn good too.
Just don't watch the dub. The dub isn't a patch on the original.
