and my all-time favorite is L from Death Note, who is not dead, but just fell asleep because of that "never slept before in his entire life" thing, and woke up later, but didn't need to do any more investigation, because Light admitted he was Kira to L right before L fell asleep, so L let Near and Mello try to solve the case. Also, that message that Roger got from Watari that said "L is dead" was a code. "Dead" is code for "Doing extremely awesome deeds". If you think I'm just avoiding the truth, you are wrong and should probably check to make sure that you have not become insane.
Lelouch's best friend (Code Geass): the guy kills his father, which leads to his country being conquered, then he tries to do things the "right" way so that he can liberate his people. I love it!
Keitaro from Love Hina just because he seems frickin' invincible considering all the abuse he takes.
Edit: and Pikachu. Proof that being a good character doesn't require dialogue. Also, I think he's one of the best characters in the Super Smash Bros. series. My friends fear the electric death from the heavens.

That weird demon thing that seems to be imitating Carmen Sandiago from Hellraiser. I have yet to watch the actual show because I can't find it on TV, but he just looks so damn cool.
It's a tie between Haruko from FLCL and Tomo from Azumanga Daioh.
