I'm Australian.
What does that mean for me?
It means that you're probably doomed to live on an island with kangaroos for the rest of your life, and that you can also call English and American movies 'foreign'. Pretty much the same language, but not the same culture. If I'm not mistaken.

Personally the language barrier isn't a barrier for me, so from that point of view there isn't any difference between Dutch movies and American movies. Yet, the culture-differences make sure I can tell you whether a film is Dutch or American within 10 seconds. While the sound is muted.

Considering I'm swedish almost every film released is foreign, but I'll just take it as "outside the US".

Anyway, my favorites (two, because I just can't choose between them:

Sukiyaki Western Django [http://www.imdb.com/title/tt0906665/]
and Delicatessen [http://www.imdb.com/title/tt0101700/]

Welcome to the Sticks, a French comedy about a post master who moves to the north[i/]. It's quite funny and the subtitles to a good job of emulating the comedy. It was recommended by my cousin who lives in France.

It's got to be Downfall. Absolutely brilliant film; the guy who played Hitler was scarily good.

I will say "Letters from Iwo Jima".
I really need to get round to seeing that. I've had the DVD for ages.

Europa Europa it is an interesting German film about a Jewish boy during WW2.

As long as they maintain the complex eroticism of the French original.

Come on!

EDIT: Although, your good taste in television seems to be offset by a bad taste in films - as I recall Keeping Mum was quite average. Not necessarily bad, but, meh. The English nation have produced far better films! The Third Man?
E-cookie for you.
Keeping Mum, just struck me as such an odd prospect but seemingly delivered so jovially. While I agree there are much better movies overall, this one just made me laugh so hard because of the overall strangeness. And c'mon, everyone loves a good controversy in films.

Drunken Master has to be my favourite of all time.
Wait ... The "Legend of"? or "The Drunken Master"? There were two, both hilarious, but one more than the other
