DlC: Like everyone else has said, Definitely Shadow Broker, well worth the cost and more.
Main Game: Suicide Mission or Thane's Recruitment mission.
Side note, I finished the game on Insanity without changing the difficulty and I didn't get the achievement =(, I know its pretty much a virtual pat on the back though but still
