I think it it's time for a double-whammy cop-out because of HK-47 and Cave Johnson. Just about everything HK has said is golden (spanning both games) and I've used his definition of love to woo my own lady. As for Cave Johnson, the man is like bacon. I just listened to the DLC stuff he recorded and it just made me thirsty for more Cave. Luckily, in a universe of infinite possibilities there must be an infinite number of universes wherein there is more Cave Johnson quotes. So the likelihood of me finding just one of those universes is 100%. I love butchering quotes!

While it would be very easy to load this up with SHODAN & Andrew Ryan quotes, I'm going to post one that I heard recently that really got to me.
It's from Spec Ops: The Line, and it's kind of spoiler-y. So, if you haven't played The Line and you are in severe need of experiencing the most masterfully miserable game of the year, possibly of all years, then don't look.
At the end, when you finally meet Konrad. The line he says is probably one of the most grim and horrible lines ever given in a game:
"The truth is that you came here because you wanted to feel like something that you are not... a hero."
I swear, Konrad could have just turned to face the camera to say that. While it was, on the surface, intended for Walker, it equally portrays a powerful message to the player; "You chose to play this, expecting excitement and joy to come from something as grim as war... well, do you feel like a hero yet?"
Oh, and in the same conversation, when Walker is trying to defend Konrad's accusations against his sanity, when Walker lowers his gun and adopts the most sorrowful look possible and says, in a near whisper "I didn't mean to hurt anybody."
When I look back on that game, I acknowledge that I really liked Walker. He ended up being a monster, but the fact that he WAS a monster is what I appreciated. Out of all the protagonists that come out of their cruel circumstances and poor choices without a scratch (mental or physical), it was interesting to encounter a protagonist who slowly degenerated, in body and mind, finally being brought to his breaking point.
TL;DR: SPEC OPS: THE LINE WAS GOOD

"As amusing as your savage dances are, once again I have proven the superiority of putting your nose to the grindstone and not mucking about."
- Sir Roderick Ponce von Fontlebottom the Magnificent Bastard (Jade Empire)

Speaking as a combat pragmatist, I absolutely LOVE this line.

future/present Raziel:
I don?t want to kill you, but I will if I must.
Return the heart to me, and we can end this now.

Past Raziel:
So you?ve come to avenge that filthy parasite, and reclaim his foul heart?
(mocking)
You?re a righteous fiend, aren?t you?

future/present Raziel:
(referring to Past Raziel)
Apparently I am.

"You were deafened."

"At last, you could hear."

"You were broken."

"You were whole."

"You were blinded."

"And, at last, you saw."

"How could you ever hope to know the threat you face? When you have never walked in the dark places of the galaxy, faced war and death on such a scale? If you had traveled far enough, rather than waiting for the echo to reach you, perhaps you would have seen it for what it was?"

Most of Javik's lines in ME3, including:
1.Diplomacy does not win wars. Powerful and plentiful firearms do.
2.War is atrocity committed in the name of survival.
3.Stand in the ashes of a trillion dead souls and ask the ghosts if honor matters.
Honorable mentions include everyone's favorite line from Grunt-I don't need luck. I have ammo.
And Mordin-Had to be me. Someone else might have gotten it wrong.

From Warcraft 3:

"My blood cries out for the vengeance of my people's blood, which can only be repaid with at least twice as much blood, or maybe three times as much blood! Like if you went to hell, and it was full of blood!
And that blood was on fire!
And it was raining blood!
And maybe that would be enough blood!
Eh, but probably not."

This line alone makes R&C3 the best in the series.
I disagree I like R&C2 the best. Because it ends with "No sheep where harmed in the making of this game. Well. . . there was that one, but he had it coming."

But yeah those game are all good, I have not meat one person who has played them and did not like them.

I have a couple.

"Either you have an enviable memory or a pitiable life, to know nothing of regret." - Sten, DA:O

"Change is coming to the world. Many fear change, and will fight it with every fibre of their being. But sometimes, change is what they need most. Sometimes, change is what sets them free." - Morrigan, Witch Hunt DLC

"I MADE A MISTAKE! ...I made a mistake. Focused on big picture. Big picture made of little pictures, too many variables! Can't hide behind statistics, can't ignore new data. My responsibility." - Mordin, Mass Effect 3

"The Mandalorian Wars were a series of massacres that masked another war, a war of conversion; culminating in a final atrocity no Jedi could walk away from, save one. And that is what I sought to understand. How one could turn away from such power, give up the Force, and still live. But I see what happened now.

It is because you were afraid." - Kreia, KOTOR:TSL

-Hugo Strange, Arkham City.

It gives me chills. Batman's kneeling at the site of his parent's death while Hugo Strange taunts him
Did you know that Panic at the Disco of all people managed to fit it into a song? Admittedly it was from the "Insipred by Arkham City" album, but nonetheless.

"The healthy human mind doesn't wake up in the morning thinking this is its last day on Earth. But I think that's a luxury, not a curse. To know you're close to the end is a kind of freedom. Good time to take...inventory. [...] Out-gunned. Outnumbered. Out of our minds. On a suicide mission. But the sand and the rocks here, stained with thousands of years of warfare... They will remember us. For this. Because out of all our vast array of nightmares, this is the one we choose for ourselves. We go forward like a breath exhaled from the Earth. With vigor in our hearts and one goal in sight: We. Will. Kill him."

"This is for the record. History is written by the victor. History is filled with liars. If he lives, and we die, his truth becomes written - and ours is lost. Shepherd will be a hero, 'cause all you need to change the world is one good lie and a river of blood. He's about to complete the greatest trick a liar ever played on history. His truth will be the truth. But only if he lives, and we die."

"They say truth is the first casualty of war. But who defines what's true? [...] Truth is just a matter of perspective. The duty of every soldier is to protect the innocent, and sometimes that means preserving the lie of good and evil?that war isn't just natural selection played out on a grand scale. [...] The only truth I found is that the world we live in is a giant tinderbox. All it takes...is someone to light the match."

"There's a clocktower in Hereford where the names of the dead are inscribed. We try to honor their deeds, even as their faces fade from our memory. Those memories are all that's left, when the bastards have taken everything else."

"There's a simplicity to war. Attacking is the only secret. Dare?and the world yields. How quickly they forget that all it takes to change the course of history...is the will of a single man."

"Prepare for unforeseen consequences" - G-Man, Half Life 2: Episode 2.

"I remember everything... And it changes nothing!"

"Because you wanted to be something you're not..."

"I'm the leading man. And you know what they say about the leading man... He never dies!"

"You and I are opposite sides of the same coin. When we face each other, we can finally see our true selves. There may be resemblance, but we never face the same direction."

"Those who survive a long time on the battlefield start to think they're invincible...I bet you do too, Buddy."

"Would you kindly..."

"You don't need a reason to help people."

"How do yo prove you exist? Maybe we don't exist..."

"If only I could be so grossly incandescent..."

(This one is two different people talking)
"Oh Janice promise me you will never leave me again for that nasty villain Ingilbert."
"Oh Lance! You make me feel like a young boy again!"
"Oh Jani... Say what?"

From Dragon Age: Origins. I wish I could find a video of this.

Godwin: What do you think I could do to you? Have you seen you? Or more accurately, have you seen the demons you made short work of? You turned them into a thin, slightly sticky, somewhat runny paste... that appears to be seeping into the cracks between the stones as we speak.

Plenty from Planescape: Torment!

"It insults the dead when you treat life carelessly."

"If there is anything I have learned in my travels across the Planes, it is that many things may change the nature of a man. Whether regret, or love, or revenge or fear - whatever you believe can change the nature of a man, can. I?ve seen belief move cities, make men stave off death, and turn an evil hag's heart half-circle. This entire Fortress has been constructed from belief. Belief damned a woman, whose heart clung to the hope that another loved her when he did not. Once, it made a man seek immortality and achieve it. And it has made a posturing spirit think it is something more than a part of me."

This one only really works in context, but it almost made me teary eyed (only almost, 'cuz I'm so fucking manly):

"The sphere wrinkles in your hands, the skin of the sphere peeling away into tears and turning into a rain of bronze that encircles you. Each droplet, each fragment that enters you, you feel a new memory stirring, a lost love, a forgotten pain, an ache of loss - and with it, comes the great pressure of regret, regret of careless actions, the regret of suffering, regret of war, regret of death, and you feel your mind begin buckling from the pressure - so MUCH, all at once, so much damage done to others... so much so an entire FORTRESS may be built from such pain. And suddenly, through the torrent of regrets, you feel the first incarnation again. His hand, invisible and weightless, is upon your shoulder, steadying you. He doesn't speak, but with his touch, you suddenly remember your name. ...and it is such a simple thing, not at all what you thought it might be, and you feel yourself suddenly comforted. In knowing your name, your true name, you know that you have gained back perhaps the most important part of yourself. In knowing your name, you know yourself, and you know, now, there is very little you cannot do."

Game has some funny quotes, too:

Nordom: Attention, Morte. I have a question: do you have a destiny... a purpose?
Morte: Is Annah still wearing clothes?
Nordom: Affirmatory.
Morte: Then, the answer is yes.

... I love that game.

"Yeah. Our ideals were both the same. Yet they were both different." I said to myself. Archer attained the power of a heroic spirit, yet regretted his existence. "I Killed, and killed, and killed. I killed for the sake of others, and saved a thousand times more than I killed.I've seen it over and over. Meaningless massacres, meaningless suffering, meaningless happiness..! I was forced to watch it all.Even when I refused to look, it surrounded me!This isn't what I wished for!I didn't become a guardian for this!"....."Do you regret this, Archer?" He looked at me with tired eyes, Kanshou slowly falling to his side.

"Of course I do. I, no.. You should have never become a hero."..."Then we're different people. I'll never regret the things I've done. I'll never regret trying to save those precious to me. I'll fight, fight, and fight. I'll lose more than I have ever gained, and continue to lose those things. But I will never give up." Archer's eyes grew cold and hateful.

"It is that stubbornness that will bring death to many lives, Emiya Shirou."

"If you don't try to save even one person precious to you, then you'll never save anyone! I can't lose to you! I don't mind being defeated by anyone else, but.. I can't lose to myself!" I abandoned the experience I'd drawn from Archer, and swung the twin swords with all my might. I can't lose to him. If I lose this battle here, I will follow the same path he walked down. 'It's not wrong.' The thought repeating itself in my head. Over and over.

"It's not.." Gasping for breath, my lungs screamed for air, my muscles cried for oxygen, but I relentlessly swung my swords against the red knight, countering his attacks. His eyes lit up with surprise. I was matching him. Despite the impossibility of the situation, I was pushing him back. "Tch." Despite his irritation, the heroic spirit was still confused, but I couldn't focus on that. I didn't have enough time to focus on other thought processes. I had to remain focused solely on this fight. "It's not..!" There's nothing wrong with helping others. There was nothing wrong with finding the ideal Emiya Kiritsugu sought beautiful. Saving others without reason, just so they could live their lives.. what was wrong with believing in something so impossible? I knocked Archer back with all of my strength. He retreated and recovered. My mouth was dry from all the panting I was doing, but I paid it no heed.

"It's not a mistake!" I plunged my sword into Archer's chest. His defense should have been fast enough, his reflexes were far above me. An attack that never should have hit him.

"It's my win... Archer."
