Patrick Bateman. More so from the book by Bret Easton Ellis than the movie, but Christian Bale did a fantastic job portraying the character on screen. I'll never forget the first time I read American Psycho. Wow, what a book. So perfectly written to match the inner workings of a sociopath with OCD. It was then that Bret Easton Ellis became my favorite author. All his books are just written so perfectly for his characters.

He ranks very highly on my list.

However I like Zsasz because he really is fucking insane.

Well the most basic definition often comes down to "lacks a sense of moral responsibility or social conscience". So it could work, I fear I don't know enough about Frank Fontaine to be a judge.

Valid characteristics. He's not as prone to the 'impulsiveness' the characterizes real life sociopathy, but then, few fictional characters are made to be psychological studies.

Anyways, he's a con man, a thief, a smuggler, a racketeer, a murderer and accessory to murder, a pusher, a war profiteer and generally bad news.

But if I need to pick a fictional one it's probably the joker from the last batman movie.

Ladd Russo from Baccano! springs to mind. I've only seen about eight episodes of that show but I'm already impressed by his character. It's said at one point that even murderous lunatics think this guy is a murderous lunatic and I'll tell you I believe it.
