For a traditional last level: HL2:E2 was one hell of a climax. Just you, a car, and an army to kill.

An odd sort of example from my childhood has to be Pokemon Gold. Through the game, you're chasing after the shadows of what the main character of the first game did, finishing off Rocket, seeing the world as he made it. Then you go fight the legend. Red doesn't say anything, it's just sort of a Rorschach (although it's hinted the Red/Blue PC didn't take the events of the game or his meteoric rise to power well mentally).
