3) High School + Internet = Nothing new was seen by any student. No, not even the sheltered ones.
Should the students have been punished? If they're using cellphones during class - which is banned in almost every school in the USA - then yes.
Should the teacher be spoken to? Yes, he should be warned and given a write up (or equivalent reprimand) for his failure.
