It's totally doable, but would take a long time to make, and some characters are just hard to make levels for (Mei would be hard to work with, as would Lucio unless you make his a jet-set-radio-race type thing)
Oh it definitely COULD be done. I've no doubt that Blizzard could have slapped together some levels for some of the characters if they wanted to, but would it even be worth it? People want a singleplayer because they want more lore and story from this world. I don't blame them, I'd love the same. But would telling that story through a broken-up singleplayer (broken up as in just saying "You're Soldier 76 now, go take out that Mexican gang" to having the next level be "Now you're Mercy, keep these Mr. Magoos alive till the end of the map") be better than just releasing comics and animation shorts?

As I pointed out in the other news topic - the one pimping the full list of story support materials - we're dealing with over 20 characters here. How do you give each character enough time for adequate character development if you're trying to stuff that many into a story campaign? The only way to do so would be to leave out a hefty portion of the characters, but then you'd have the fans of those characters crying out "WHY DOESN'T JUNKRAT GET HIS OWN STORY MISSIONS?!"

Even if you had one mission dedicated to each character, it really wouldn't be worth it if you ask me. That's why I still say they're doing things right by just releasing side-content to tell random stories within the Overwatch universe.

Blizzard has always been pretty self-assured when it came to animated cinematics in its games. It's an interesting contrast with Square, which has long seemed like it would rather be doing movies instead of games.
