(Arbites are actually more elite than MOST PDF forces. PDF are failed guard who are basically 'just humans'. Anyway The Guard tanks are anything BUT redshirt. Best MBT in the game (statwise))

LR has better armour nad an amazing gun. The gun can be fired EVERY turn now. Regardless of how fast it moved. You whizz around the battlefield and I'll go and fit NINE Leman Russ Vanquishers (max in standard force chart) against 3 hammer heads. Which will win?

Better than Chimeras. 5 point upgrade that increase BS by one? Check. 20 points for a twinlinked weaponsystem that ignores line of sight? Check.
The hammerhead have equal armor to the LR, an upgrade for 10 points that gives it a 4+ cover save as long as the on firing on the tank does so from longer than 12", and have another upgrade that let it move 12" per turn and still fire one weapon system, plus all defensive weapons, or 6" and fire everything.

Tau's not really set up for low points though, on account that their basic troops is pretty bad compared to crisis suites.
But can you build yourself a HQ for 110 points with +2 armor save, +4 invulnerbility save, FNP, and two extra wounds from shield drones?
I find that my tau work great in 800 and upwards, while my necrons are rather craptastic below 1500.
