Kill off the commander idea and it could work. If Valve can't make it happen CCP sure as hell won't.
I think one way will be that corporations in Eve put out contracts for planetary claims. Then Dust teams pick and choose the contract, and take on the job. Later on with further development, I would love to see Eve players getting into the battle themselves, actually ferrying the Dust troops themselves and using frigates for close overhead attack, or carriers or titans for bombardment from orbit. Just the opportunities for the massive battles that could take place (think the final battle of Return of the Jedi, minus the Ewoks), and I have to think of the servers that would cry at the load. Hope CCP is thinking ahead and gonna be prepared.
And I agree, get rid of the micropayment system! Save that for the Richie Rich MMO.

Natural Selection is a Half-Life mod that was widely popular, and the team is now working on Natural Selection II which is a self-funded project.
