Er...wasnt Cap assassinated in civil war? I havent kept up, but I'm pretty sure Steve Rogers died back then :s
Nobody ever dies, unless the death is integral to an origin story. And sometimes that doesn't even matter.

With the relaunch, I was hoping they'd pick a cooler costume. Respaying Falcon's armour and giving him the shield is visually unimpressive (I don't care about aerodynamics and stuff, it just looks meh).

Why wasn't he given any powers?

I mean... I don't know. Captain America was always lean with the power side, but the super soldier serum made him the pinnacle human. That helped make him special.

This is like a regular guy who has a few laser blasters strapped knifes to his hand and calling himself the new Wolverine. It's nice to honor him... but what are you actually going to do to replicate what the original can do?
As lackluster as "resprayed Falcon suit" is, keep in mind Marvel has a long history of redoing legacy characters with different power sets (or none at all).

Nobody stays dead except Bucky, Uncle Ben, and Jason Todd.

Cap "died." He got better. Then a bunch of other stuff happened.

Every time there is a major creative team change (usually just a new author) they reboot the series.
That may be the case, but here it has to do with a setting-wide reboot following their new "Secret Wars." That's the other trend of late, to renumber comics every time they decide to do their bimonthly franchise-wide shakeup.

I think this is a case of the OP not realizing wilson has been captain for a while now. The reason for the reintroduction is that they did a multiverse scrubbing and are relaunching all marvel comics as we speak.
In fairness, even Marvel doesn't seem to know what the hell they're doing, so I'm not entirely sure the author can be blamed on this one.

It's not a subjective issue. It's part of the American Flag code that it is disrespectful to wear the flag as an article of clothing:

How people feel about it is irrelevant.
