The small portions are there usually when the food is very well made. Though I'm not a pro chef, I have spent a fair amount of my working career in kitchens. When someone serves you food that tastes spectacualar, you eat it slower, savoring the flavors. When you do this, there is more time for it to get to your stomach and fill you up. I think it's about 15 min for food to actuall reach your stomach. Because of this, they don't need to waste ingredients on a 'super-sized' portion, because you'll be full with what they give you.

When you go to Waffle House, you can eat a ton there, because although it tastes good, it's not *OMG* good. So you just start inhaling. Meaning even though you've consumed what your tummy would tell you is enough, you can fit more in because the food hasn't reached your stomach yet.

That's why a lot of diets tell you to eat slowly and drink fluids with your meal. Also, you're not supposed to eat 'till you're stuffed. You're supposed to stop when you begin to get that "I'm full" feeling.
