Teabag, boiling water, leave for 5 minutes so the tea can strengthen significantly, add milk once the water is opaque, press air out of the teabag so it sinks, and drink.

If you add milk first is impedes how much the tea can spread it's concentration through the water, and milk isn't good at binding with the tea.
I don't tend to use sugar, prefer without, the rare times I drink coffee, I need sugar to stomach it. Usually 3 teaspoons.
