In addition, RTSs require a plenty filled out world, with defined organization, relationships with the people in power and well thought out and fleshed out universe and units of different scales of power. Halo is a mega franchise which will sell millions whatever it does, and that includes going to RTS. In comparison, most other FPS' need to consider the risk factor when making such a bold move. Who knows, maybe Modern Warfare has enough fame to be able to make the jump? I wouldn't want to see it happen though.
