What is she going as? Depending on what it is, do something that goes along with that.

I've been considering a Max Payne from the third game for Pax Aus. Cheap and simple to pull off, plus you don't look like a total ponse outside of the convention center. I think I'm a bit too big for a version from the earlier games, and leather jackets are expensive, plus I'll probably need another haircut by then, and I don't mind rocking a bit of a beard, at least not a big one.

You can go as the engineer from TF2, all you need is a hard hat, some work goggles, and some heavy overalls or modify some waders. You could probably get it all at a hardware store.

If you live in a place that has military/law enforcement surplus stores, it doesn't require much needlework to turn a prisoner's orange outfit into an aperture science test subject uniform. Personally I went as an SCP Class D once doing exactly that.

Sorry guys I should have been more specific about my build.
I'm I'm big enough to be called fat but I'm still well able to run and there's some muscle under it.
uhhh, I've got a bit gut on me but it's not large enough too even start drooping, no double chin.
But this thread really has been great guys, lot of laughs.

I highly doubt you are that big compared to Rufus! I mean look at that belly! Also that hairdo will be hard to pull off without resorting to a wig well depend how long your natural hair is.

although not technically a game, ralph from reck it ralph might be good. the character is naturally beefy, and the cosplay itself would be simple.

That's a good idea. I like that one.

I have to say though, for a $250 budget I don't see what the problem is. I've done DIY costumes of Altair, Nathan Drake, a L4D hunter, planning an Alex Mercer costume and several very good zombie hunters, and they never cost me more than 40 -50 euro. And that's only because I usually buy one expensive prop to work around. For $250 you shouldn't have any problem- hell, you could probably pay someone to make a costume for you or buy a professionally made one for that money.
