It's supposed to fill you with a "D'aaaawwwww"/sad hybrid of an emotion. You spend the episode watching how faithful and loyal Fry's dog was, how fantastic of a companion he was and how the two were truly meant to be best friends. Then Fry explains that he doesn't want to bring his dog back because his dog must have lived a rich, full life, assuming that his dog eventually moved on and lived happily without Fry.
Then you're shown the reality of the situation: Seymour always remained faithful and loyal till the day he laid down and died. It's heartwarming to see such unrelenting love and faithfulness from a pet, but at the same time incredibly sad because the friend/master he was waiting for never came back.
Hehe, just thinking about that episode made me tear up a bit. :3
As for things to do to cheer yourself up, I dunno, what do you usually do to cheer yourself up? If you're looking for more good Futurama episodes, I'd stick to the first few seasons (before they got cancelled and eventually brought back). The "newer" ones are pretty hit-and-miss in terms of quality.
I'd suggest the Slurm factory one for a good laugh. Also the one where Fry gets committed to a robot insane asylum is pretty funny too.
