Game design help

I have been thinking about making a free web browser game and i was wondering if any one could point me to a free development software and a good tutorial site

p.s. the only programming history i have is a couple months microsoft visual basic 08 and a small amount of html programming

i dont really know i just wanted to play around with it

i might make a sniper like game though

well the enemies are probably just going to be stick figures
and i dont really know about levels but probably a simple warehouse or some thing likethat

I think i can help you a bit I'm not a good programmer but i can tell you for a program that will help you make simple 2d games or 3d games if your good.
It's called Dark GDK and its a DX program so it's some hard words to learn in the start but you will fast find out of it.
As for the good tutorial site you just look it up on YouTube and look for TheHelpFullprogrammer
