All you have to do is jump and zap the TIE fighters, then pull it a bit, rinse and repeat. It's not fun but it's not difficult.
Open up with Claude using Helmetbreaker to interrupt him casting those purple rings, then switch to Chisato and have her use tear gas to pin him against a wall, then keep using tear gas over and over and over. If it works, he won't even be able to go into his second form. It's the only way i can beat him without being, like, level 180.
