Actually, they should totally make Pokemon Golf! (Hear me out on this)
You're given a series of golf courses, but they're filled with silly Pokemon related obstacles, sort of like Mario Golf. You of course have to get the ball (which is naturally a Pokeball) into the hole, but before you do, you have the option to go after wild Pokemon that are spread across the course, usually near hazardous obstacles.
To catch a Pokemon you'd have to swing your Pokeball and have it land on them, most likely with some restriction about how you have to be a certain distance away from them for it to work. Before you swing, you'd have to set your ball to "catch" mode, and should you miss the Pokemon you're aiming for while in catch mode, the Pokemon runs away and you'd have to play the course again to get another chance.
By catching the Pokemon you won't get as high of a score, but it will fill up your Pokedex, and in some cases give you special powers ups that you can use in any course after that. For example, if you catch a Charmeleon, you can add a fire power-up that will burn the grass around you should you land in the rough. Or if you catch a Frosslass, you can choose to use an Ice power-up to freeze the water should your ball land in the water, not only saving your ball, but also giving you a potential shortcut for getting across a lake rather than going around it. Or if you catch a Staraptor, you can use a flying power up to give your ball some extra hang time.
The power-ups can be activated either before you swing, or while the ball is flying, but you would only be able to use one power up per hole, so you'd need to choose which one would be the most beneficial for that hole.
Much like Kirby's Dream Course, you could get Gold, Silver, or Bronze medals depending on how low your score was for the course. Naturally one would need ALL of the power-ups in order to get low enough scores on the courses to get the Gold medals. So while one could play the game without catching any Pokemon and just go for the best scores they can, the dedicated player would catch the Pokemon so they can get the power ups that you need to get a low enough score for the medals.
If you do manage to get all the Gold Medals and complete your Pokedex, (which you would also need the power-ups in order to get certain Pokemon) you'll unlock a special, extra hard course that REQUIRES you to use the power-ups just to get through each hole, all the while avoiding all the course obstacles. So if you choose the wrong power-up for that hole, you have to start the course all over.
Should you manage to beat the extra hard course, you'll then unlock an item that you can transfer to your 3DS to trigger one of the event Pokemon from the latest handheld RPG.
