This probably hadn't been talked about before due to the biases of archeologists. It's a dirty not-so-secret that the people who figure out history have history of their own and can make assumptions that are flawed, unfair, or just plain ludicrous. How many Victorians were willing to admit that the Romans they loved had pictures of bikini girls, wrote dirty poetry on the walls, and painted their marble pillars all manner of gaudy colors? Gaming has a reputation for being frivolous, low-brow, childish, and irrelevant; therefore gaming artifacts are likewise insignificant.

Essentially this. Given what dice were mostly used for in ancient times, I think if anything what you had was a city ruled by gamblers, not by gamers. =P
