Don't think I've ever properly cried at a game, but I've come darn close.
Resident Evil 6 is the most recent example, at the end of Chris' campaign.
Also near the end of Okami, just before the last boss.
Probably the strangest one, but the end of Final Fantasy XIII nearly got me as well.

Everything after Piers injects the J'avo stuff just gets me. The fact he did that to save Chris, then sends Chris in the escape pod alone before the virus makes him lose control, on top of the fact that losing Piers means Chris has lost his entire squad again.
I probably didn't cry because seeing that Chris continues in the BSAA made me right happy.

Who'd have thought Issun could have such a touching speech with the silly Okami voice playing over it. But seeing everyone you'd met along the way and how they all believe for you. And Okami's a long game, so that's a lot of people.

It's rare that a game has such a happy ending. Snow and Lightning getting Serah back, Sazh being reunited with his kid, it's all just lovely.
It also made me like Hope (finally), because he seemed to be the only one to notice Vanille and Fang weren't there. But even then, it's kinda happy seeing as their focus was complete so they're no risk to anyone they'd made friends with.
But for some reason it wasn't until Vanille's little line at the end. "And now we live on. To greet a new dawn." That was when a couple of tears might have made a break for it.
I just felt it was such a good ending. Pretty much everything was cleared up and everyone was happy. That's why XIII-2 is dumb and they actually had to make it so the ending never happened to make a sequel.
