Before anyone screams "REPORTED!", i'd like to say that all those games are currently freeware.

I'd also like to add Ground Control (the first part, that is) - one of the first games in the genre of Real Time Tactics (no base-building, just war). It was made freeware to promote a sequel.

Yeah, that's the point, all the games are freeware abandoned* games.

another fantastic game is Full Spectrum Warrior designed in conjunction with the army it is a tactical rts of sorts, your give as many as three assets usually two squads and a vehicle and you move them together so they can support and flank an enemy using suppressive fire and cover. You also have to worry about ammo and if someone gets show you need to save them before the bleed out by bringing them back to a recovery zone.
