I'm looking for video games that have really powerful buildup to an event or series of events. An example of a game like that would be Shadow of the Colossus in which there you roam the overworld and experience very little action, which is all part of the build up for the incredible colossus fights. I know this definition is vague, but that just leaves room for more answers.

Resident Evil does that. I guess the more recent ones do it to an extent before boss fights, but me and a pal have been playing through the remade original on the Wii and, even though you're fairly frequently fighting things, any big threat always has some build up to it.
Or you don't know about it until it's smacking you in the face. It goes either way. That said, I still think when it does build up, it does it pretty well.

"toodle oo" is a very unfitting Captcha to follow a post talking about a horror game.

Persona 4. Without giving it away, the last dungeon just wouldn't have been as effective at drawing you in if it wasn't for the entire rest of the game. Of course that's about 50 hours in. (I'm not saying it takes 50 hours for the game to get good, the game certainly does a good job at keeping you interested until then.) It's a good build-up in the way of "Let's make you actually care about these characters before we start doing mean things to them."

BioShock's intro is great. Too bad the rest of the game isn't. (Opinion of course. I really, really hate the gameplay, love the atmosphere, art design, and I liked the story but the gameplay is just really, really tedious. It spirals downward into crap near the end as well)

An example of a game I like? I'd say Knights of the Old Republic. Can't really give it away, but the game does have a good buildup and a good payoff. Some people say it's the best twist ever, I disagree, it was just well done.

I always liked it in Dragon Age: Origins, with the building of the armies and gathering supplies for an incoming army. It always felt like I was advancing, and my chances were getting better after every treaty.
