It's their rules. And this isn't lending a game, it's using the system to get others free copies of DLC, which is pretty much just like piracy. Something that is supposed to be used by one person is used by two or more at the same time.

My point is the whole concept of DLC & their restrictions is gimped and flawed to begin with. People try to do what they've always done with their games, but suddenly now they're breaking rules. They can't loan their game to a friend without committing piracy. That's lame. That's my point. They shouldn't call it "purchasing DLC." They should call it what it is: "Paying for a long term rental of a game with lots of restrictions." Of course, that's not good marketing, is it?
