The anti used game fight is all about gamespot and other retailers getting such redicleous profit margins on used games, while the prublisher and devs see zip.

So without a cut going to the publisher, and some onto the dev theres zero chance of this happening.

And given such a deal is unlikely to happen without stores giving up a share of the used game pie then I cant see it happening.

My guess is that they will pay you a small amount for your DLC (in store credit of course!) so that you spend more cash in their stores. They most likely won't resell the DLC because there is no benefit to the publishers to allow them to do this. It'll just be another way for them to make more money in sales of other products.

I don't think this will work well. Maybe for digital game sales and not DLC, say like trading in games like Plant's vs Zombies or Super Meatboy.

GameStop will probably dominate digital game sales. And Zune's sales will eclipse all iPod sales, Napster will make a comeback, and HL2 Episode 3'll release this year.

Personally I find this weird, but if they find a way to do it, props to them.
