Gears 3 Fenix Rising map

Is it just me or does the Fenix Rising map "Depth" look a little like Rapture?

Marcus: So this city has always been down here?
Dom: Looks like it.
Baird: Heads up! GRUBS!
Marcus: Ok, Dom, Baird, you 2 take the right path. Cole, you come with me and we'll hit them from the balcony.
Cole: You got it!

Baird: Hey, wait a minute. Those Locust are on fire!
Marcus: What do you mean they're on fire?
Baird: Their hands are engulfed in fire. And those 2 over there are teleporting!
Cole: Uhh, Marcus! This one over here is shooting lightning at us!
Marcus: WHAT THE HELL?!?!
