Sorry to hear you having problems :/ Haven't encountered this one myself.
Stuff to try, make sure you have .net framework 4, and if it consistently does it then delete the client, re-download and see if that helps.

Not a big user of GFWL, but maybe you should try reinstalling the software, or updating it? I've found that can help. That, or see if your firewall is blocking it from accessing the internet properly.
Of course, it could just be a server problem, in which case you're SOL as far as downloading the game goes. :S

I tried to check my firewall but for some reason it says the firewall is on but when I check the settings it says its off, and when I try to turn it on it changes to off when it turns on. I am using MacAfee. I have tried to change this after restarting my comp.

Games for Windows Live is horrible, for a myriad of reasons. I know you didn't want cynicism and want actual help, and I know "Don't use GFWL" isn't an option in this situation and you don't want to see it, but try not to use GFWL. I keep waiting for it to get better, so that maybe I can use it, but it's not even trying to compete effectively with GOG and Steam.

Teh interwebs is saying something about turning auto updates on if you're running XP.
And other parts of the internet are saying make sure you have definitely changed your firewall settings to allow GFWL client.

Shadowrun is a a DirectX 10 only game and won't run on anything below Vista (without any third party modding of the OS)....I guess I'm wrong..I'm suggesting nothing. >.>
heres a few thing to help troubleshoot the problem.
1.Turn off User Account Control (UAC)
2.Run as Administrator
3.Turn the firewall off
4.Turn off Anti-virus
you won't have any security risks so long as you turn them off temporary, only go on trusted sites and that you have no current threats.
