giant tortoise/turtle?

hi everyone, I played a game a few years ago I'm reasonably sure its a final fantasy game where your characters had to 'hop a ride' on a city which was on top of a giant turtle which moved from one place to the other
can't for the life of me think what it was so any info would be greatly appreciatede!
