Counter-Strike? I had a blast when I first got it.
Plus, if you can run TF2, you can certainly run CS. And quite swiftly at that.

CS:S ($20) [http://store.steampowered.com/app/240/]
Counter-Strike ($10) [http://store.steampowered.com/app/10/]

If he's new to Counter-Strike, CS:S will probably be more his speed.
Regardless, you cannot go wrong with 1.6, as it's always awesome.

The original Bioshock? STALKER: Shadow of Chernobyl?

There are thousands of games on Steam and you named three of them. We might need a bitm ore insight into his collection.

<color=purple> I vote for Audiosurf. It is incredibly fun and you use your own music. Its cheap and is one of the best games on steam. I mean if he really isn't in to that sort of game, I understand, but take a look at it at least. It is unbelievable. :p

Empire: Total War, it may be a bit pricier than $20 but you cant put a price on hours of happiness and global conquest :)

Hammerfight. Don't knock it until you've tried it. Essentially you control a flying ship that follows the movement of your mouse. Attached to this flying ship are massive morningstars, cannons, axes, swords, shotguns, maces, etc.

You swing your ship through the air, and thus swing the attached weapons into your enemy. The harder you swing, the harder you hit.

Freaking amazing game.
