So...why is that spud counter at the bottom of the page still moving? Goes down by a couple hundred ever few minutes.

Judging by the rest of the ARG, I certainly wouldn't doubt it.

In actual fact, it's going down steadily, it's just that the counter doesn't update itself, you have to refresh the page.

And seeing how Valve has been like on this, I wouldn't be surprised to see something at the end.

EDIT: Just refreshed the page, and it read 63005 potatoes, but about three minutes ago, it was 61983 potatoes. SO it might just be a counter error or something.
