Second, I don't think that's actually even one of the rules. Did you see Man of Steel? They clearly were working directly with the military, there, and the military equipment is just as clearly utterly useless in almost every respect. At the end of the day, the only thing the military succeeded with was kamikaze'ing a transport plane carrying a MacGuffin.
