Good GIF creator?

So I just need someone to tell me of a GIF creator capable of converting a 20 second video into a GIF... It's 186KB right now, but I'm pretty sure I could get the file size smaller if that's an issue. The one's I've tried seem to have an issue with the length though.

I use Ulead GifAnimator, but you'd have to buy it. It's the only one I know though.

If you have Photoshop, then you can import a video and convert it to a GIF. As with the above though, you kind of need to have purchased Photoshop. A free alternative is the GIMP, and I'm pretty sure they have some kind of plug-in to import videos.
