Good Study Abroad Places

So I am an American and I plan on going to Europe next year to study abroad. Europeans, what are the best (or at least some good) places to go? Anywhere in Europe is up for debate.

EDIT: Especially mention good places to drink/party/find loose women/whatever.

All I can say is that England is quite nice, especially the student night life. For all other EU countries I couldn't personally say as I have no information about them. I do think the general rule is that your pretty much going to a good university if it's in a major city/capital.
