Good 'tool' Pokemon for Fire Red

So I have recently picked up Fire Red and just want to know whats a good (early) Pokemon that I can give Cut, Flash, maybe Surf and something else, keep in mind that I've only just beat Misty and got Cut from the Captain.

Also, my current pokemanz are:

Charmeleon - Lvl 30
Pikachu - Lvl 30
Drowzee - Lvl 19
Pidgeot - Lvl 17

I never played Fire Red but if it's almost the same as the original Red/Blue/Yellow then Venonat can learn most of those HM's. I haven't played Pokemon in a while so my memories of it are dusty.

First off, get rid of the Pikachu. It's a terrible Poke.

Second, Rattata and Tauros are your friendly neighborhood HM slaves.

Don't bother with Flash. Give it to a junk poke (like a butterfree), take it with you through an area you need Flash for, and then shove it in the box for later.

I'm talking about competitive Pokemon. Hell, you can beat the Elite Four using nothing but the Bidoof family and a Victreebell if you wanted to.

The Pikachu family is slow, and not particularly beefy, so it falls apart in the revenge-kill heavy, speed-centric metagame. Can't hit fast enough to OHKO, and can't survive enough hits to justify being a tank. I call it the Shinx effect.

*EDIT*

Don't give your real team HMs. Use HM slaves. HMs take up valuable move slots with subpar moves.

I recommend using the Ratatta. It's weaker, not likely to be useful anyway, and it can learn most of them. It would probably be your best and most useful choice.
