I believe the incest laws only apply to having children (as in, one family member physically bearing the child of another family member) and becoming married. Technically speaking, there isn't much they can do about two family members having sex if both are of age and if neither party objects. The police have better things to be doing than busting in the front door of every household romp and checking IDs to make sure everybody is at least 2 family trees apart.

^This. Even if they were having a biological child, people overstate the genetic risks of sporadic events of incest and they're removed a few generations. I really don't take the consideration of her age as relevant to her ability to parent, plenty of people have older parents or lose parents growing up and turn out fine. Ditto to harassment by others, the parents really have no control over that and is a weak justification. The media circus will probably die down by the time the child is born and it will probably live a relatively normal life if everyone would stop being so righteous.
